It's a strategy employed by many if not most most telephone companies. They are prepared to offer a discount in return for customers foregoing the right to switch or churn to another carrier for twelve months or even two years.
AT&T, Verizon, Comcast, Time Warner ... offer such "deals." They look attractive at first glance, but don't stand up to examination. Ironically the cheapest home phone service doesn't require a contract.

The average phone bill can be easily and painlessly slashed by making a switch to a VoIP or Internet phone service.
Over the next five to ten years all phone companies will switch to VoIP. At this stage it's easier for a new generation of service providers. They don't have massive investments in TDM switch technology to depreciate or write off. Fortunately that's not a reason to prevent consumers ditching an existing land line phone service and taking advantage of a cheaper digital Internet phone service.
